trade body representing recycling plants, has
suggested the
packaging was made by «idiots», warning that food producers and manufacturers need to pay greater attention to recyclable
packaging.
Good government groups were quick to see «horse
trading» in the
package deal, and called for the council to hold public hearings and follow the recommendations of a Quadrennial Commission that had
suggested a lesser raise.
