Some of the most emphasized pro-charter arguments highlighted the need to
support students of color in failing schools.

students, and to more fully address the particular challenges faced by college
students of color.
In August 2016, the National Consumer Law Center (NCLC)--
supported by nearly 40 other public interest groups, including the American Civil Liberties Union (ACLU)-- sent a letter to Education Secretary John King demanding the department track and remedy the disproportionate consequences
of student loan debt for borrowers
of color.

student academic achievement by 2025 and clearly stating its role in
supporting districts to address equity concerns.10 The MDE recognizes that in order to reach its stated goals — which include a proposed graduation rate
of 90 percent for all
students by 2025 — they must also
support districts in recruiting and retaining teachers
of color who are prepared to improve
student outcomes.

students» progress toward those goals.

The PLEs that follow are designed to
support inquiry that focuses on the obstacles that prevent

The administration and the House Appropriations Committee also proposed elimination or severe cuts, respectively, to the 21st Century Community Learning Centers program.45 Currently funded with more than $ 1 billion, this program provides enrichment opportunities in safe environments to more than 1.6 million

of this funding
supports after - school programs, but 21st CCLC also funds before - school and summer programs.48 Research indicates that participation in 21st CCLC is linked to better attitudes toward school, higher rates
of school attendance, fewer suspensions, and better performance in school, among other outcomes.49 In addition, many
of these programs provide
students with snacks or meals.50
In Kentucky's Jefferson County Public Schools, John D. Marshall uses data to unmask racial inequities and demand policy changes and
supports for
students of color and those who are poor.

... Standardized tests shine a spotlight on disparities in achievement — whether for
students of color or those with special needs — so districts can steer teacher
support and dollars wisely, said Taylor Rub, a special education teacher at the Minneapolis charter Bright Water Elementary.
Instead, schools should improve
