Hosted by China's Ministry of Commerce and the Shanghai Municipal People's Government, with
support from the World Trade Organization and the United Nations, the event aims to promote trade liberalization and
economic globalization, and actively open the Chinese market to the world.
This shift has been stimulated by a combination of influences, including greater demand by families at all
economic levels, increased public understanding of the importance of early learning, greater
support for investment in programs for low income children as a matter of equity, and growing concern about the threat of
economic globalization and the need to enhance the nation's human capital by building a strong foundation early in life
