sure even when you go to the park he is still focused on you.

dog has failed to

sit cue, make
sure that you don't reward him, or allow him to reward himself for NOT
sitting.

dog to

sure he is in a solid - stay before calmly walking to the line of chairs.

Continue bringing the cat closer, a few feet at a time, repeating the corrections as needed and making

dog out... come in...
