of allowances, was the focus
of attention throughout the year as legislators debated ways
of cutting the
surplus, both through the temporary fix
of «backloading» and long - term structural measures.
The
surplus amounted to around 2 billion
allowances at the start
of phase 3 and increased further to more than 2.1 billion in 2013.
As shown in Figure 2, our projections indicate that the MSR, operating at an initial injection rate
of 24 %, will slash the EU - ETS
surplus for fixed installations — technically known as the Total Number
of Allowances in Circulation (TNAC)-- from 1,776 m to 496m over 2019 - 23, a drop
