The shift has brought dramatic changes:

suspension also plunged, to 5,024 from 75,000
during that same period, according to the most recent data.
The rate of
suspensions and expulsions at charter
schools during the
last school year have declined slightly, but are once again far higher than state averages, particularly for children in elementary
schools where the rate is four times the state average, the report said.
