Since the release of our
report, my co-authors and I have received inquiries about how our findings fit into the accelerating spate of legal actions aimed at teacher
evaluation systems similar to the ones we examined.
Our
report concluded that, in general, the
evaluation systems we examined do a decent job of distinguishing teachers based on characteristics of classroom performance that predict how teachers will perform in subsequent years.
Moreover, summative assessment sat at the core of many of the policy reforms that the leaders described: additional accountability levers such as teacher
evaluation systems and statewide school
report cards draw on data coming out of these summative tests to make determinations and comparisons regarding teacher and school - level performance.
The
report's authors, Matthew Kraft of Brown University and Allison Gilmour of Vanderbilt, studied teacher ratings in roughly half of the more than three dozen states with new
evaluation systems and found that a median of 2.7 percent of teachers were rated unsatisfactory, even though principals they surveyed in one large urban school
system suggested that there were more low performing teachers than that in their schools.
The Delaware Department of Education recently published a
report written by its internal Teacher and Leader Effective Unit on the implementation of its revised educator -
evaluation system, DPAS - II.
The first
report, released last year, termed the Danielson Framework «a reliable tool for identifying low - quality teaching» and said it «has potential for improving teacher
evaluation systems.»
«The Widget Effect,» a widely read 2009
report from The New Teacher Project, surveyed the teacher
evaluation systems in 14 large American school districts and concluded that status quo
systems provide little information on how performance differs from teacher to teacher.
First, misaligned assessments undermine the critical link between what is
reported in accountability
systems (test - score and teacher -
evaluation data) and what districts purport to value (Common Core — aligned instruction, student success with the new standards).
In fact, state - and district - level
evaluation systems that incorporate test - score growth also typically
report test - score levels and include them in schools» overall ratings.
The
report examines new teacher
evaluation systems in four urban districts.
While Bill Padia, director of the policy and
evaluation division at the California Department of Education, thinks California's state accountability plan is «relatively close» to full NCLB compliance, he too
reports that California educators are skeptical of a
system where «you just raise the bar every year and the bar will be up at 100 percent in 12 years.»
The
evaluation report highlighted the inclusion of ATSI people in leading projects, and connections to school
systems, universities, governments and communities as factors contributing to their success.»

report on how the first year went for tens of thousands of affected teachers.

report, Arne Duncan went on to use two tools at his disposal — Race to the Top grants and No Child Left Behind waivers — to pressure states to reform their teacher
