MT. PROSPECT — Just three months after their last
tax referendum proposal was defeated, volunteers for the Mt. Prospect Park District were back in action this week, determined to pass a tax increase in April to maintain and upgrade 22 recreational facilities.

ARLINGTON HEIGHTS — The first opposition to an Arlington Heights Park District
tax referendum proposal arose Tuesday when a local tax watchdog group announced it would not support the plan.

referendum proposal is approved, the district would levy a
tax rate of 19.5 cents per $ 100 assessed valuation.
Referendum proposals seeking property
tax increases to bolster sagging school, library, municipal and park district budgets will be on the Nov. 4 ballot in more than two dozen towns, villages and cities throughout Will and southern Cook Counties.

referendum proposal is approved next month, the new park district would levy a

Tinley Park residents decided in November 1998 that the price for the Park District's first recreation center was too high, so voters rejected a
referendum proposal seeking a 12.5 cent
tax rate increase to fund the project.
But with this month's defeat of a district
referendum proposal to increase the
tax rate for a recreation and aquatic center next to Randall Oaks Park, just south of Algonquin, that option now seems less likely, Bumbales said.
The
tax proposal, approved by 57 percent of the voters in an April 13
referendum, will add $ 870,000 a year to the Park District coffers, providing the money needed to buy the coveted Hoffman farm and dedicate it to open space and recreation.
If the
referendum proposal is approved,
taxes on a home with a market value of $ 210,000 would increase $ 53.20 a year, half of which would go toward construction and maintenance of the recreation center.
Park District board President William Walters said that if the
referendum proposal passes, the
tax increase also could lead to higher property
taxes, because improvements could be made immediately.
During the last year, voters in Buffalo Grove, Vernon Hills, Geneva and Downers Grove rejected big - bucks water park
proposals in
referendums, and the general suburban
tax revolt got most of the blame, or credit.

referendum proposals were sunk last year by voters, who by their vote said they didn't want higher
taxes to pay for an aquatic center.
Commenting on the Conservative Party's
proposals to force local authorities to hold a
referendum each time they increase council
tax by more than a central government controlled level, Director of Unlock Democracy, Peter Facey said:
Under the new
proposals laid out today by the Communities and Local Government Department, any local authority that sets its council
tax increase above a fixed ceiling, approved by Parliament each year, would trigger an automatic
referendum of all registered electors in their area.
Illinoisans voted in favor of a 3 percent
tax increase for millionaires in order to collect more money for schools, although this
referendum was not attached to a binding
proposal to raise
taxes.
