Effective leadership is a pre-requisite for a successful
school; in successful
schools head
teachers and senior
leaders understand the changing needs of their
schools and their staff, continually communicate their ideals, vision
and expectations, use robust monitoring
and evaluation, balance support with challenge
and plan ahead to sustain excellence.
The new
evaluation systems have forced principals to prioritize classrooms over cafeterias
and custodians (
and have exposed how poorly prepared many principals are to be instructional
leaders)
and they have sparked conversations about effective teaching that often simply didn't happen in the past in many
schools — developments that
teachers say makes their work more appealing.
Moreover, summative assessment sat at the core of many of the policy reforms that the
leaders described: additional accountability levers such as
teacher evaluation systems
and statewide
school report cards draw on data coming out of these summative tests to make determinations

and the Innovation
Schools Act have allowed Colorado
