Lawmakers last year agreed to linking Common Core - based testing to the results of
teacher performance evaluations, a measure that was sought by Gov. Andrew Cuomo
and linked to a boost in
school aid.
The bill, dubbed the «Every Student Succeeds Act,» would ban federal officials from requiring states
and school districts to rate the job
performance of
teachers and principals, though states could continue doing that on their own.
As if anticipating that attack, Cuomo released a 250 - page book listing his positions on issues of the day, including a strong defense of charter
schools and the use of student -
performance data in assessing
teachers.
The opt - out effort this year has united different political strains: Republicans
and conservatives are skeptical of Common Core as it pertains to a loss of local control for
school districts, while the state's
teachers union is encouraging the movement as well over concerns of how the results will impact
performance evaluations.

It came after a cascade of dissent from parents
and teachers, steadily growing since tests aligned with the Common Core academic standards were introduced into classrooms in the 2012 - 13
school year
and since the state toughened its evaluation laws, with an increasing amount of educators» job ratings linked to student
performance on exams.
The governor has also said that he won't increase
school aid in the state budget unless lawmakers agree to a list of changes, including adding more charter
schools and making
teacher performance tests more stringent.
But the fallout from the budget's education measures which Cuomo pushed for continues in Albany: Lawmakers are considering a variety of means to reduce standardized testing in
schools and the Board of Regents is pushing back a deadline for
school districts to adopt the new
teacher performance criteria for those demonstrating hardships.
