Shannon Marimón, division director for the state Department of Education bureau that oversees teacher evaluation, said that
teacher evaluation plans from Weston and LEARN both allow for «a more holistic approach to scoring and thinking about the weightings of the components.»
They say the powers of the state Education Department will be strictly limited to approving
teacher evaluation plans from school districts that comply with the new rules.
But Bloomberg said the city did make «some progress» in the budget, especially when it comes to an agreement between the governor and legislative leaders that will essentially prevent
any teacher evaluation plans from sunsetting — a big concern for the mayor.

Lawmakers
from both parties in the Assembly and Senate have chafed in recent years over Gov. Andrew Cuomo exercising this power over policy in the spending
plan, be it pushing through new criteria for
teacher evaluations or an increase in the minimum wage the Legislature contends has little to do with the state's overall finances.
ALBANY, N.Y. — The state budget included changes to New York's education policies, ranging
from making it harder for
teachers to obtain tenure, new
evaluation criteria and a
plan for schools to enter receiverships.
Cuomo's
plan reportedly would seek about $ 200 million
from budget education funds, place them among other state taxpayer funds in the budget and then use them to implement his
teacher evaluation program.
The
plan, which Silver presented to his top lieutenants on Sunday evening, is short on specifics would have five members responsible for negotiating legislation ranging
from the state's budget to changes proposed for the
teacher evaluation system.

from state laws governing
teacher salaries,
evaluations and class sizes, Fulton County
plans to ditch most of its central administration and largely limit the school board to a supervisory role.

teachers union argued Wednesday before the state Supreme Court that the nation's largest school district should not follow through with its
plan to disclose
evaluation information about some 12,000
teachers by name, saying it could do serious harm.

teachers from these schools who were surveyed were, on average, significantly more likely than
teachers in a national sample to view their school leaders as encouraging professional collaboration, facilitating professional development for
teachers, and encouraging staff to use
evaluation results in
planning curriculum and instruction.
The change is a marked departure
from the Obama administration's NCLB waiver
plan, which both requires the development of new
teacher evaluation systems and specifies that results
from such systems must be used in personnel decisions.
Q: Will you commit to decoupling
teacher evaluation programs
from standardized test scores and replacing the present
plan with one that actually ties
teacher evaluation to factors that successfully measure
teacher performance?
The administration's
plan is to take the lessons learned
from the pilots and translate them into a statewide system in 2012 - 2013, in which
teacher promotions and retentions and maybe eventually pay will depend on their
evaluations.
(e) The board shall establish the information needed in an application for the approval of a charter school; provided that the application shall include, but not be limited to, a description of: (i) the mission, purpose, innovation and specialized focus of the proposed charter school; (ii) the innovative methods to be used in the charter school and how they differ

plan for the operation of the school; (xi) the provision of school facilities and pupil transportation; (xii) the number and qualifications of
teachers and administrators to be employed; (xiii) procedures for
evaluation and professional development for
teachers and administrators; (xiv) a statement of equal educational opportunity which shall state that charter schools shall be open to all students, on a space available basis, and shall not discriminate on the basis of race, color, national origin, creed, sex, gender identity, ethnicity, sexual orientation, mental or physical disability, age, ancestry, athletic performance, special need, proficiency in the English language or academic achievement; (xv) a student recruitment and retention
plan, including deliberate, specific strategies the school will use to ensure the provision of equal educational opportunity as stated in clause (xiv) and to attract, enroll and retain a student population that, when compared to students in similar grades in schools
from which the charter school is expected to enroll students, contains a comparable academic and demographic profile; and (xvi)
plans for disseminating successes and innovations of the charter school to other non-charter public schools.

Readers may remember that it was only last month that the Malloy administration pushed through a legislative change that PREVENTED towns
from coming up with their own
teacher evaluation plans if they didn't submit such
