Every
discussion of education policy, program design, implementation and evaluation on instruction,
teacher policies and education, or school governance focuses on improving educational outcomes for young people and ensuring that all learners have access to a high -
quality education relevant to the 21st century.
Current
discussions of the importance of
teacher quality for achievement generally ignore such environmental features as district management and decisionmaking.
During a
discussion on
teacher quality, I cited my son's amazing math
teacher, Iftimie Simion, as an example of how «uncertified» doesn't necessarily mean «unqualified.»

As the evidence on the importance of
teacher quality has grown, policy
discussions have actually moved.
The issue of
teacher quality has been the focus of
discussion and debate time after time, since the classroom
teacher is widely regarded as the most influential school - related factor that affects student achievement (Mendro, Jordan, Gomez, Anderson, & Bembry, 1998; Muijs & Reynolds, 2003; Stronge, Ward, & Grant, 2011).
It doesn't even mean that every debate involves moral considerations; this is certainly true when it comes to

discussion about value - added assessment and no real national focus on stemming achievement gaps.
Mary E. Dilworth will lead a
discussion that probes beneath the surface to recognize and explain how the current generation of
teachers and those of color, in particular, have a distinctly different mindset than their baby boomer and generation X predecessors; what habits of mind and experiences contribute to their understanding of
quality teaching and student learning; what constitutes good and useful preparation and practice; and what processes and policies accommodate cultural responsiveness and allow for all students to meet their full potential.
Department chairs or lead
teachers in the four core content areas can use the
qualities to begin a
discussion or professional development effort on effective teaching with other
teachers.
