background effects that simply can not be controlled for, or factored out; (5) especially at the classroom /
teacher level when students are not randomly assigned to classrooms (and
teachers assigned to teach those classrooms)... although this will likely never happen for the sake of improving the sophistication and rigor of the value - added model over students» «best interests.»
Other experts, however, argue that
teachers from alternative programs may not be the most effective, especially if they enter the classroom with little experience in education and no
background in teaching.
Financial support is critical to recruit and retain low - income students
from all racial and ethnic
backgrounds.75 Therefore,
teacher preparation programs should use loan forgiveness, scholarships, and
other financial incentives to attract diverse, high - achieving candidates.
