think the Bank
of Canada governor had reservations about former prime minister Stephen Harper's obsession with
balancing the
budget.

I
think we will get some version
of the so - called penny plan to reduce spending as well (penny plan = hold flat nominal discretionary spending, or reduce it or 1 % each year until the
budget is
balanced).

think we're already out
of recession), I do know what fiscal policy I would consider worse: arbitrarily cutting spending in a weak economy to

think about it: if you were trying to
balance a very tight
budget in an operation which lives or dies based on how well students accept your food, and if many (sometimes, the vast majority)
of those students came from homes in which nutritionally
