throttles background apps you aren't actively using, even if they're desktop apps.

background, the system also automatically
throttles back
apps that haven't been used in 3 days (customizable up to 7 days), so chances are any runaway
app that you're not using won't be able to muck things up for too long anyway.
If you don't want an
app to ever be
throttled in the
background, you can select it in the «unmonitored
apps» area at the bottom of the settings pane.
The more RAM you have, the more
apps you can run in the
