Chicagoans watched closely last week for clues about the future
of the city's
schools, as Mayor Richard M. Daley prepared to assume unprecedented
control over a big - city district
through the appointment
of a corporate - style
board.
The movement also includes proposals to give teachers more
control over the profession
through independent, state - level standard - setting
boards and to give the National Council for the Accreditation
of Teacher Education, the body that accredits education
schools, more
control over the number and origin
of undergraduate degrees granted in education each year.

These
schools resemble traditional
schools more than charters: LAUSD, not an independent nonprofit
board, retains governing
control of the
school; all employees are paid by LAUSD and subject to union agreements; and the
schools» funding flows
through LAUSD rather than from the state as with most Independent Charters.

After soliciting input for over a year from education groups, research and advocacy organizations, students and parents, the State
Board of Education on Friday approved final regulations governing how districts spend funds they receive
through the Local
Control Funding Formula, the state's new
school financing law.
Among its basic goals, DSBA is dedicated to advancing the quality
of Delaware's public
schools, promoting efficient and effective administration
of those
schools and strengthening the tradition
of local citizen
control through the establishment
of education policy by elected and appointed
school board members directly accountable to the communities they serve.
Americans still have
control of their public
schools through their local
school boards.
The state's new plans for that district, created
through House Bill 70 over the summer, has been controversial and the center
of a legal challenge — a challenge that failed — over the state taking
control of the district from voters and the elected
school board.
We applaud the Legislature and Governor for their vision and courage to move Florida in the direction
of being a national leader in education by enhancing parental choice,
school accountability, and local control through our duly elected School Board Me
school accountability, and local

School Board Members.
Denying these citizens» right to elect local
school boards through state takeovers or mayoral
control should sound the same alarm as denying them the vote because the impact
of the action minimizes their democratic voice and vote.
But what both sides fail to understand is that desegregation was pursued mostly as a last resort; blacks wouldn't achieve it immediately
through the fiscal means (equal funding
of schools) simply because
of the opposition
of Jim Crow segregationist -
controlled school boards and legislatures.
