through the reduction of carbon intensity per unit of GDP by 40 - 45 % by 2020.

through the mitigation hierarchy could follow a similar framework to the United Nations» management of carbon
emissions, with nation states setting their own
national goals and
targets that then sum to achieve overarching planetary goals.
