In February 2012, the New York
Times took the unusual step
of publishing performance ratings for nearly 18,000 New York City teachers based on their students» test - score gains, commonly called
value - added (VA)
measures.
The aim
of Progress 8 is to replace the percentage
of pupils gaining five good GCSEs as the headline
measure of school accountability, instead judging schools on «
value added» through the duration
of a pupils
time there.
That project began with an exploration
of merit pay, using a
value - added model, to
measure student progress during their
time with individual teachers.
In the wake
of high - profile evaluations
of teachers using their students» test scores, such as one conducted by the Los Angeles
Times, a study released last month suggests some such methods, called «
value added»
measures, are too imprecise to rate teachers» effectiveness.
