I've always been taught to allow the water to come * just * to that point before it boils, where you can see the vapor rising and
THEN add the tea bags.
Add the tea bags and allow the tea to steep until the water has completely cooled to room temperature.
Remove from heat and
add tea bags, allowing them to steep for 5 - 10 minutes (more or less depending on desired strength.)
Add the tea bag, remove it from the heat and allow it to steep for 15 - 20 minutes.
Remove from the heat,
add the tea bags, and steep for 20 minutes.
Remove from heat;
add tea bags and mint.
When the kettle is just boiled,

add tea bags, then let steep for five minutes.
