"To create an emulsion" means to mix two or more liquids that normally don't mix together. It forms a mixture where tiny droplets of one liquid are dispersed within another liquid, creating a creamy or milky appearance. This process is often used in cooking or skincare products to combine ingredients that wouldn't naturally blend.
