For years, there has been a gulf between the sunny results on state tests that show the majority of students are doing just fine and the much lower performance on
the tough national exam, the National Assessment for Educational Progress (NAEP).
Together with sister organizations like the
National Board for Professional Teaching Standards and the
National Commission on Teaching & America's Future, NCATE is developing increasingly symbiotic relationships with state - level licensing boards — relationships that allow these organizations to push forward their agenda of increased training requirements,
tougher licensing
exams, and the higher pay to match.
