the graduation rate cohort for each public school district shall consist
of those
students who first enrolled in grade 9 anywhere three school years previously or, if an ungraded
student with a disability, first attained the
age of 17 three school years previously, and who have spent at least five consecutive months, not including July and August, in the district since first entering grade 9 and whose last enrollment in the district did not end because
of transfer to another district, death, court - ordered
transfer, or leaving the United States.
