trigger phrase match as well as exact match.
Not exact matches

The modified broad
match keyword will only

When you place quotation marks around the

triggered, but the advertisement can also be
triggered when the
phrase is entered and another word is included either before or after the quoted
phrase too.
On the ad group level, add negative
phrase and exact
matches (embedded) as required, to avoid broad
matches to
trigger where there is an exact
match in another ad group.
A
phrase match works in a similar vein,
triggering your ad for any search query that includes your keyword or
phrase in the exact sequence and form that you specify.
Google offers four options that determine when your keywords
trigger ads to show up in search results: exact
match,
phrase match, modified broad
match and broad
match.
For example, the user could select a word or
phrase in the text and then
trigger a display of all
matching index entries; the user could then choose to click one of the terms to switch to the index, click a locator to be taken to another place in the text, or close the display and return to her original location in the text.
