[217] Special Rapporteur Martin Scheinin wrote
in his October 2009 report that, while there had been «a small number of cases where police officers have been
subject to investigations and trial following torture complaints,» he was «
troubled that complaints against SSI officers
in this regard have produced no results,» and «gravely concerned» by information that terrorist suspects
subjected to detention by SSI officers were at
particular risk of torture.
