Commission into the treatment of children held in the Don Dale Detention Centre, but NT Chief Minister Adam Giles flagged later that, as he and the Federal Attorney General George Brandis worked to negotiate the terms of reference, he would like it to «look at some of the root causes... why children are entering the youth system in the Northern Territory... recognising that there are children who are being neglected, unloved, getting into
trouble, causing
trouble in the streets, and finding their way into our detention facilities.»
