Like the rest of Europe, Italy has endemic problems: A north - south divide and economic divergence, corruption and bureaucracy as well as
troubles with migration, anti-establishment politics and a political system that is sluggish at best, and chaotic at worst.
While it might not seem like a priority, the
trouble with this approach is that nobody knows what budgets will look like in that timeframe, meaning that schools could risk spending twice as much on
migration costs.
