Just because we don't have clear evidence in what works in
turnarounds, it doesn't mean states should just throw their hands up when it comes to students trapped in failing
schools.
(1) The federal government doesn't really know what it takes to
turnaround failing
schools, so it shouldn't be prescriptive.
To be clear, I don't think the strategy even needs to be a
turnaround strategy; you could simply give a voucher to every kid in a failing
schools.
And when the Obama administration attempted to jump - start stalled interventions under NCLB with redesigned
School Improvement Grants, we learned yet again that even a convoluted «rule of nine» can't «make» districts choose the
turnaround options that they find most challenging (even if those are the options with the strongest odds of
doing well by kids).
These results, of course,
do not imply that all recent
school turnaround reforms have been successful.
What
did occur was a series of new mandates and requirements that came down from the State Department of Education that related to «
turnaround»
schools without sufficient state resources to adequately fund them.
In the event that a chosen
turnaround model doesn't deliver improved results within two years, the secretary can force the
school to start over with a new approach.

Too often, opponents of
turnaround schools (a system of accelerating growth of student achievement partly by changing the adults who serve the students and removing restrictions that impede student success - including any collective bargaining agreements that don't put students» interest in the forefront) remain steadfastly wed to the failing status quo that undermines families» efforts to improve their circumstances through education.
In other words, New Jersey
did not use the «
turnaround» methods of reform favored by today's
school reformers.

While Cuomo has poured more money into charter
schools than Malloy, Malloy is the only Democratic governor in the nation to propose
doing away with teacher tenure and proposing legislation that would unilaterally eliminate collective bargaining for teachers in
turnaround schools.
We recently
did some research on the state of
school turnarounds in Colorado.
Critics have complained that correlations the research draws between the nine indicators and
school turnaround do not allow it to make such «bold» recommendations.
It occurred in February 2011 when Governor Dannel Malloy become the ONLY DEMOCRATIC GOVERNOR in the country to propose
doing away with teacher tenure and repealing collective bargaining for unionized teachers in so - called «
turnaround»
schools.
I don't believe that charters are the golden ticket to
school turnarounds.
States and districts can not
do this alone; that is why nonprofit providers like Talent Development Secondary can provide the much needed capacity and expertise in the ESSA environment in
school turnaround, early warning systems and chronic absenteeism.
The term success could not be used because the suggested
turnaround charter
schools do not have a record of success — at scale — anywhere.
The city has asked the state to provide the funds for next year by committing the
schools to a different reform program — «
turnaround,» which
does not require new teacher evaluations.
In terms of addressing the struggling neighborhood
schools — which would still remain, even if a «
school of hope» came to town and offered parents another option — the bill expedites
turnaround strategies, so that students don't languish for years in
schools with a failing status.
Individual
school turnarounds are hard to
do because principals usually don't control budgets (which usually means teachers) or personnel decisions (also teachers)-- those are governed by the central office, by state laws influenced by lobbying by affiliates of the National Education Association and American Federation of Teachers, and collective bargaining agreements that protect veteran teachers regardless of their performance.

School closings, consolidations,
turnarounds and other similar experiments
do not work and
do little to improve student achievement,» said Lewis.
