A new U.S. National Commission on the Causes and Prevention of Violence, headed by Milton S. Eisenhower, stated: «Violence on television encourages violent forms of behavior, and fosters moral and social values about violence in daily life which are
unacceptable in a civilized society.»
It's not a perfect system by any means, but I think those who have added those hate crime penalties had their hearts in the right place, that of condemning those who attack someone they don't even know based upon some deep seated prejudice and saying to the world that behavior s
unacceptable in civilized society.
In its summary, the Commission stated: «Violence on television encourages violent forms of behavior, and fosters moral and social values about violence in daily life which are
unacceptable in a civilized society.»
