We can only conjecture why it keeps firing anyways - my personal theory is since it's primary goal is to prevent catalyst overheating from unburnt fuel, it just gives it periodic breaks then continues to retry, but it could also just be your everyday limp mode bouncing around at an RPM cutoff point.
