As for caps on carbon dioxide, both Senator Barack Obama and Senator John McCain support having a cap on emissions and a trading system for permits to pollute under the descending ceiling.

And, there's an interesting twist in this auction — speculators who believe that a national cap and trade will pass soon, might be inclined to buy extra permits, under the assumption that they'll be more expensive under a nationwide system like the one Obama is pushing.

Of course, it is possible that nations will agree to expand the global cap - and - trade systems foreseen under the Kyoto climate treaty.

While the original Directive allows for linking the EU ETS with other industrialised countries that have ratified the Kyoto Protocol, the new rules allow for linking with any country or administrative entity (such as a state or group of states under a federal system) which has established a compatible mandatory cap - and - trade system whose design elements would not undermine the environmental integrity of the EU ETS.

In the wake of the recent «endangerment finding, the IPI analysts conclude that the Environmental Protection Agency (EPA) has sufficient authority under the Clean Air Act to create a cap - and - trade system all by itself, without Congressional input:

Both environmental and economic cases can thus be made for regulating methane emissions with comparable approaches across the three countries — for instance, under a single North American cap - and - trade system.

It would create a «cap and trade» system under which companies that failed to meet the goals could buy «credits» from companies that exceeded them, an approach used to reduce acid rain.

But SoCal Gas is under no such obligation, because the Porter Ranch plume is comprised of «fugitive emissions», which are «those emissions which are unintentional and could not reasonably pass through a stack, chimney, vent, or other functionally - equivalent opening,» according to the California Air Resources Board (CARB), which oversees the state's cap - and - trade system.

For purposes of this section, the term «cap and trade program» means a system of greenhouse gas regulation under which a State or political subdivision issues a limited number of tradable instruments in the nature of emission allowances and requires that sources within its jurisdiction surrender such tradeable instruments for each unit of greenhouse gases emitted during a compliance period.

That centerpiece is the cap - and - trade Emissions Trading System (ETS), under which companies buy and sell carbon reduction credits.

As Professor Lawrence Goulder (Stanford University) and I have written in a new paper for the National Bureau of Economic Research (NBER), some of these interactions could be problematic, such as the interaction between a Federal cap - and - trade system and a more ambitious cap - and - trade system in California under AB 32, while other interactions would be benign, such as RGGI becoming somewhat irrelevant in the face of a Federal cap - and - trade system that was both more stringent and broader in scope.
