understated as these estimates do not capture the emergence of new trade in products that were not previously traded.

This could imply that the June 2011 Budget
estimate for 2011 - 12 is grossly overstated,
as they turned out to be for 2010 - 11, and / or that the
Estimates tabled to date are grossly
