Indianapolis - based Lilly is now laying off 485 people, mostly in its faltering Alzheimer's
unit, the company told its city's
mayor and the Indiana State Department of Workforce Development in a letter sent
under the federal Worker Adjustment and Retraining Act (WARN).
Under the plan negotiated between the
mayor and the Real Estate Board of New York, or REBNY, buildings with profitable luxury
units would have a smaller share of affordable housing.
The
mayor took office Jan. 1 with all 152 bargaining
units operating
under expired agreements.
Under the plan, the city would use public financing to help nonprofits buy roughly a third of the apartments currently used for the homeless, and then convert the apartments into affordable
units, helping the
mayor fulfill two goals: lowering homelessness and adding to the city's affordable housing stock.

units over a decade, that pattern was not going to change.
The
mayor has declared the plan on time and within budget and earlier this year he also announced an additional $ 1.9 billion investment to create 10,000 more affordable housing for low - income earners, including 5,000 more dedicated senior housing
units, for a total of 15,000 senior
units under the plan.
Under the
mayor's proposal, there were three options developers could choose from, including making 25 percent of the
units affordable for those making 60 percent of area median income, or AMI.
The third iteration of the supportive housing program, developed
under former
mayor Michael Bloomberg and former governor George Pataki, lasted 10 years and created 9,000
units.
Aides to the
mayor said the changes to 421 - a could result in the creation of 24,000 affordable housing
units over a decade — just 1,500 fewer than
under their plan.
