"Unlicensed breeders" refers to individuals who are breeding animals without obtaining the necessary authorization or permits from governmental authorities. They are doing this without adhering to the regulations and standards that licensed breeders are required to follow.

This holiday season, and every day after, the citizens of our country need to end the demand for puppy stores by stopping purchases
from unlicensed breeders by choosing to adopt, not shop.
In a continued effort, in 2009, Missouri once again took the lead in cracking down on
unlicensed breeders with the launch of Operation Bark Alert.
It finds that 88 % of puppies are produced
by unlicensed breeders and recommends lowering the licensing threshold to two litters.
Missouri, which has come under fire for being the «puppy mill» capital of America, recently initiated Operation Bark Alert, allowing people to
report unlicensed breeders directly to Hagler by e-mail.
The internet then changed our shopping habits; small time

She added that she hopes the move will help with the homeless pet population, but said she doesn't think it will do anything to stop puppy mills or
unlicensed breeders from selling animals.
Puppy mills are illegal,
unlicensed breeders — not the regulated, scrutinized breeders that sell to most pet stores.
The state claims that since January, it has transferred more than 1,300 abused and neglected dogs from
unlicensed breeders to shelters such as the Humane Society of Missouri in St. Louis.
Children will learn about the dangers of puppy mills, and purchasing animals from
unlicensed breeders.
Those numbers do not include
the unlicensed breeders, which are suspected to be in the thousands and on the rise.
These unlicensed breeders are the ones responsible for inhumane conditions we're fighting against and they are the ones that need to be stopped.
A fall of 2007, investigation by the Tulsa World revealed that
unlicensed breeders sell often sick puppies over the internet, newspapers and streets.
