Researchers Jason A. Grissom, Demetra Kalogrides and Susanna Loeb analyzed data from a large urban district and found that administrators moved the most effective teachers to the tested grades (3 - 6) and the least effective to
the untested grades (K - 2).
Educators disagree on how (or even whether) to measure a teacher's impact on student achievement, and the use of standardized test scores is complicated at best, given that many students are in
untested grades, and growth can be hard to measure at the high school level where students move from biology to chemistry, from World History to U.S. History.
Many principals mentioned they use value - added measures to place teachers in tested subjects and with students in grade levels that «count» for accountability purpose... some principals [also used] VAM [output] to move ineffective teachers to
untested grades, such as K - 2 in elementary schools and 12th grade in high schools» (p. 100).
