Perhaps the most contentious part of the Assembly plan is a push to repeal a provision that allows apartments with monthly rents of at least $ 2,500 to become
decontrolled upon vacancy.
The measure would extend rent control laws until 2016, decrease from twenty percent to ten percent the amount a landlord could increase
rent upon vacancy and also prohibit a landlord from taking more than one increase in any one calendar year, among other provisions.
S. 1593 will take away a landlord's ability to increase the rent of a rent regulated apartment by 20 %
upon vacancy.
