My
upper body is a lot more
toned (back & arms), but my tummy, hips and thighs still have quite a bit of fat, and thighs are really muscular still.
I would also recommend doing some low weight / high rep circuits to help you
tone up both your legs, and your
upper body too!

HIIT workouts are great for
toning up and a lot of women don't have issues with HIIT bulking up their
upper body (just their legs).
I have always had a
toned upper body and larger legs, but am not as curvy as most pear shaped women.
Even lighter exercises such as yoga and pilates can build some muscle, and I love swimming and boxing for

toned and thin
upper body and more muscle / fat in their lower
bodies.
I would add in some
upper body exercises to
tone up your
upper body and make it look more in proportion.
Doing some form of resistance training is still important and will make your
upper body looked
toned.
