Chávez Ravine was an
urban settlement largely inhabited by descendants
of Mexican immigrants.
Overall, nearly half
of the world's 3.9 billion
urban dwellers reside in relatively small
settlements with fewer than 500,000 inhabitants, while only around one in eight live in the 28 mega-cities with 10 million inhabitants or more.
There are enormous issues managing these burgeoning populations and spreading
urban areas — ranging from managing garbage, sewage and water to resolving conflicts when millions
of informal settlers are pressed by waves
of gentrification, as my students chronicled in a Rio de Janeiro hillside
settlement last spring.
In particular, the PB framework is based on the fact — and I emphasise the word «fact» — that the relatively stable Holocene state
of the Earth System (the past approximately 11,700 years) is the only state
of the System that has allowed the development
of agriculture,
urban settlements and complex human societies.

settlement as Longyearbyen may come as a surprise.
Cities have always been engines
of growth, innovation and opportunity, drawing people from afar since the ancient
settlements of Mesopotamia, Egypt, the Indus, and the Yellow River gave
urban form to «a certain energized crowding» along their alluvial plains.
«(n) the promotion
of sustainable
settlement and transportation strategies in
urban and rural areas including the promotion
of measures to --(i) reduce energy demand in response to the likelihood
of increases in energy and other costs due to long - term decline in non-renewable resources, (ii) reduce anthropogenic greenhouse gas emissions, and (iii) address the necessity
of adaptation to climate change; in particular, having regard to location, layout and design
of new development.»
