Per the website, you can
use the velcro tabs from 8 - 16 lbs then the snaps from 16 - 36 lbs.

Cloth diapers and covers that
use snaps require a little more adjustment, since you're securing the diaper with fixed snap locations, rather than just securing the
tabs on a
Velcro strip across the waistband.
Most styles of All - In - One Diapers secure around baby with some form of
Velcro or hook & loop closure
tabs; snaps can also be
used.
I also got some soft
velcro (it said it can be
used for infant clothing on the back of the package), and replaced the laundry
tabs, too.
Also, as you can see from the picture below, the
velcro tabs have to be in
use when the snaps are being
used — this is actually a good thing, but it does mean that you can not truly
use just the snaps.
If so, try
using two thin blankets or a special swaddling blanket with
Velcro tabs.

uses super strong

Velcro tab to keep it folded) so it's easy to throw in my backpack or carry around so when I can't fit any more into my backpack it's right there again and again!
I have been
using some of the
velcro tabs in my kitchen to hold a heavy powerstrip full of cords at a reachable height (plugs are way heavier and more intense here in Europe) and it hasn't moved an inch!
