use his budget extenders to pass large swaths of his preferred budget or have the Legislature risk a government shutdown.
It seems like a long - shot at this point, but it's awfully interesting to contemplate, particularly with Cuomo
using the budget extender - or - shutdown threat.

The governor's power in the
budget process was greatly enhanced in the Pataki v. Silver ruling of 2004, but
using the
extender process to get the spending plan done has been
used only once.
Lawmakers in both the Republican - led Senate and Democratic - controlled Assembly over the last several
budget years have grown increasingly concerned with the power Gov. Andrew Cuomo has threatened to
use via the
extender process.
Cuomo said Paterson's novel
use of
budget extenders to force an end to what he deemed «ground hog day» late
budgets of the past «changes the equation.»
