The legislation also standardizes holding times for stray dogs, prohibits
the use of gas chambers for euthanizing dogs and cats, and creates a spay / neuter program, funded by a voluntary tax check off, that is designed to reduce the number of homeless animals in Massachusetts.

use of its gas chamber for dogs and cats about a month ago.

Update Mar. 5, 2009: The North Carolina House Agriculture Committee heard testimony yesterday about Davie's Law which would end the
use of gas chambers on shelter animals and ban heartstick and mandate safe lethal injection
for euthanasia
of dogs and cats.
But even if
used properly,
gas chambers present a danger to workers; and,
use of the
gas chambers as well as these other outmoded methods are demoralizing
for workers and cruel and inhumane
for animals.
«I find
gas chambers to be extra cruel and unusual
for the
use of euthanasia purposes.
«Further more,» as Peter points out, «no where in the AVMA report does it mention animal control facilities, shelters, or rescues
for their
use of gas chambers.
Under HB 27 a veterinarian, certified euthanasia technician or a probationary CET working under the supervision
of a veterinarian, has complete discretion to choose the method
of killing: CO
gas chambers or lethal injection.  A log must be kept
of the method
of killing
used for each animal, the identity
of the person performing the killing and the reason
for the particular method. Â
It is together through the collaboration
of dedicated volunteers that we rescue dogs in NYC as well as from other states that
use gas chambers for euthanasia.
In 2012 Pennsylvania shut down the
use of carbon monoxide
gas chambers for most animals.
The veterinarian would be required to be present during the gassing and
for each animal killed this way, must give a description and a signed statement that
use of the
gas chamber is the most humane way to kill the animal.
New York (would mandate euthanasia by injection or EBI), Pennsylvania (would also ban chloroform, ether, halothan, fluothane, or similar substance when
used in an airtight
chamber or plastic bag, North Carolina (would mandate EBI), Georgia (EBI mandated already
for dogs and cats and bill would close loopholes that allow many counties to continue to
use CO
gas; the bill would allow heartstick only if the animal is unconscious, heavily sedated or comatose), West Virginia (would ban new Co
gas chambers), New Mexico, Louisiana (would ban CO
chambers for dogs and cats and also ban heartstick unless the «animal is unconscious or rendered completely unconscious and insensitive to pain through the injection
of an anesthetic») and Michigan (would also ban CO2).
And Best Friends should have had the guts to stand up
for the principles they were founded on, and refuse to go forward unless WVC agreed to phase out the
use of the
gas chamber.
Lorenzo is also involved with many animal welfare organizations including the Humane Society
of the United States, North Shore Animal League and is an honorary animal welfare Ambassador
for the ASPCA This caravan brought awareness to this country's
use of the
gas chamber in 31 states and also resulted in saving 188 dogs from a high - kill Georgia shelter.
So many counties and cities cite the American Veterinary Medical Association (AVMA)'s euthanasia reports as authority
for the continued
use of animal
gas chambers.
Indeed, even if
used according to AVMA guidelines, carbon monoxide
gas chambers are ghastly. Â

According to www.stopgassingTexaspets.com, which has been spurring Texas counties and cities to stop gassing shelter animals, Â these other public shelters
use carbon monoxide
gas chambers: Baytown, Commerce, El Campo, Garland, Gatesville, Gonzales, Greenville, Henderson, Muleshoe, Orange, Paris, San Marcos (kills animals
for Hays County and the city
of Kyle), Seagoville and Seguin.
This is the first in a series that will look at each North Carolina public shelter that still
uses CO
gas and the Dept.'s enforcement
of its new regulations
for CO
gas chambers.
The American Veterinary Medical Association and the North Carolina VMA have given support
for continued
use of CO
gas chambers, saying they are «acceptable» though not «preferred» as a means
of killing shelter animals.

gas chambers «must be well lit and have view ports that allow personnel direct observation
of animals» that are inside.
A grass roots effort, the North Carolina Coalition
for Humane Euthanasia (NCCHE), has been working to stop the
use of carbon monoxide
gas chambers as well as other cruel and inhumane methods
of killing shelter animals in the state.
Unfortunately, current Oklahoma laws that restrict smaller cities and counties from creating public animal shelters, that affect spay and neuter services, and that allow
for the
use of gas chamber euthanasia and the practice
of pound seizure hinder the ability
of Oklahomans to adequately care
for and manage pet overpopulation.

for the American Humane, with a strong focus on supporting their efforts to end the
use of gas chambers in animal shelters, a cause
for which he has successfully advocated since his earliest days as a veterinarian.

Sandy Animal Control already doesn't
use its
gas chamber for cats and dogs except at the request
of their owners, Thacker said.
The plaintiffs in the case, Morton and Robinson, asked the court
for an injunction, to require the state to comply with the law and stop issuing licenses to any new shelters that would
use gas chambers and to refuse to renew licenses
of current shelters that kill animals by illegally gassing them.
About a year ago, the Broken Arrow Animal Shelter got rid
of its
gas chamber, which was
used for euthanasia.
SB1729 would prohibit the
use of carbon monoxide
gas chambers for animal euthanasia.
If the
gas method
of euthanasia is approved, rules shall require (i) that only commercially compressed carbon monoxide
gas is approved
for use, and (ii) that the
gas must be delivered in a commercially manufactured
chamber that allows
for the individual separation
of animals.
The county will continue to
use CO
gas chambers for these animals, but Gaston County Commissioner Allan Fraley has said if he doesn't see an increase in the numbers
of animals euthanized by lethal injection, he will ask the commission to prohibit
use of the CO
gas chamber altogether.

In Nash County where a billboard calls
for a prohibition on CO
gas chambers, the county government has persisted in
use of the CO
gas chamber.
The AVMA would still find
use of a carbon monoxide
gas chamber acceptable
for dogs and cats as long as it is not
used routinely.
The North Carolina Dept.
of Agriculture and Consumer Services («Dept.»), which regulates shelters, is supposed to enforce regulations
for the
use of carbon monoxide
gas chambers.
«commercially compressed CO [
gas must be]
used and the following precautions... taken: (1) personnel
using CO must be instructed thoroughly in its
use and must understand its hazards and limitations; (2) the CO
chamber must be
of the highest quality construction and should allow
for separation
of individual animals; (3) the CO source and
chamber must be located in a well - ventilated environment, preferably out
of doors; (4) the
chamber must be well lit and have view ports that allow personnel direct observation
of animals; (5) the CO flow rate should be adequate to rapidly achieve a uniform CO concentration
of at least 6 % after animals are placed in the
chamber...; and (6) if the
chamber is inside a room, CO monitors must be placed in the room to warn personnel
of hazardous concentrations.
Nash County
uses the CO
gas chamber for killing shelter animals about 75 %
of the time, substantially above the state average
of approximately 29 %.

of gasoline there is CH1, cH7, CH11 When in a combustion engine the gasoline is sprayed into the pistonafter being mixed with air and the drive
of the engine compressesthe the
chamber filled with the gasoline mist until it's full downstoke then the spark plug causes the Exothermic reaction... which isthe conversion
of the potential energy in the gasoline mist to heatand force, with the force side
of that equation shooting the pistonupward and the top
of the stroke kicking what's left
of thecaramelized gasoline mist out into the Emission control box If the Emulsion control box wasn't there to filter out the burntgasoline particles, any potential additives and volatile chemicalsthen the caramelized gunk hitting air would create CARBON MONOXIDEin the cooler then the heat
of the engine difference CARBON MONOXIDE can also become a problem if the Emissions controlBox filter, air filters or muffler filters is worn or damaged.
