New research
from The University
of Texas at Austin published in School Psychology Quarterly highlights the hidden cost to communities in states that
use daily attendance numbers to calculate
public school
funding.
Now, according to a poll just released by Associated Press and the National Opinion Research Center, vouchers that
use taxpayer
funds for low - income students to attend private schools gathered support
from 43 %
of the
public, with only 31 % opposed.
The plaintiffs also allege that they have been injured because some
of their children attend
public schools, and because when a student
uses a private scholarship to switch
from public to private school it reduces district
funding.

from the Education Next poll had become so bad we were accused
of asking an unfriendly voucher question (it referenced the «
use»
of «government
funds to pay the tuition»), so we agreed to split our respondents into two equivalent groups and ask the second group a «friendly» voucher question instead: «A proposal has been made that would give low - income families with children in
public schools a wider choice, by allowing them to enroll their children in private schools instead, with government helping to pay the tuition.»

Teach for America's major donors include the Bill & Melinda Gates Foundation; the Walton Family Foundation, run by the heirs to the Walmart fortune; the Eli & Edythe Broad Foundation, run by the real estate billionaire and Democratic donor; and the Laura and John Arnold Foundation, where hedge -
fund dollars are
used to support causes ranging
from criminal justice reform to reducing the costs
of public pensions (including those held by veteran teachers).
Likewise, Justice Breyer's dissent begins and ends with warnings
of «religiously based social conflict» resulting
from allowing parents to
use public funding to send their children to sectarian schools.
Today, billions
of taxpayer dollars are being diverted
from the nation's
public schools to charter schools and with those
funds has come a growing crisis
of so - called education entrepreneurs who are
using some
of those scarce
public funds to line their own pockets.
Few regulations would limit the
use of public funds for this task, since creativity is needed to bring about more success than resulting
from the current monopoly.
In 1965, the U.S. District Court for the Eastern District in Virginia found in Griffin v. State Board
of Education that vouchers
from the state's tuition grant program could not lawfully be
used to
fund schools that discriminate based on race.27 While not citing the Civil Rights Act
of 1964 as a legal basis for its ruling, the court nonetheless relied on the law's definition
of a
public school — any institution that was «operated wholly or predominantly
from or through the
use of governmental
funds or property.»
So, what happens to the republic once the traditional
public schools have all been removed
from the protection
of the U.S. Constitution and are controlled by autocratic, for profit, often fraudulent, opaque and abusive publicly
funded but private sector corporate charter schools that
use bully tactics to achieve their goals?
The main two arguments
used by opponents
of school choice programs are that (1) such programs enable parents to withdraw both their children and their children's education
funding from public schools and that (2) this loss results in further financial strain and worse education in
public schools.
In 2014, parents
of students at Horace Mann Elementary School in Northwest Washington, D.C., spent over $ 470,000
of their own money to support the school's programs.1 With just under 290 students enrolled for the 2013 - 14 school year, this means that, in addition to
public funding, Horace Mann spent about an extra $ 1,600 for each student.2 Those dollars — equivalent to 9 percent
of the District
of Columbia's average per - pupil spending3 — paid for new art and music teachers and classroom aides to allow for small group instruction.4 During the same school year, the parent - teacher association, or PTA, raised another $ 100,000 in parent donations and collected over $ 200,000 in membership dues, which it
used for similar initiatives in future years.5 Not surprisingly, Horace Mann is one
of the most affluent schools in the city, with only 6 percent
of students coming
from low - income families.6
Under a New Jersey statute that allowed local school districts to
fund the transportation
of children to and
from schools, the Board
of Education
of Ewing Township authorized reimbursement to parents forced to bus their children to school
using regular
public transportation.
Funding for college work - study programs would be cut in half,
public - service loan forgiveness would end and hundreds
of millions
of dollars that
public schools could
use for mental health, advanced coursework and other services would vanish under a Trump administration plan to cut $ 10.6 billion
from federal education initiatives, according to budget documents obtained by The Washington Post.
«ATL knows that individual families can make a decision to buy private tuition for their children - but for a state -
funded school to allow a private firm to
use its premises to make money, and for the school to buy in cheap tuition
from that firm instead
of employing teachers, seems both unfair to those parents who can't afford the extra lessons and an unethical
use of public money.»
The purpose
of the
use of such
funds is to recruit and prepare individuals who do not graduate
from state - approved teacher preparation programs to teach in a Florida
public school.
Under a state law regarding the scholarship program, if there is money leftover
from program (meaning not as many students
used the available
funds), that money is given back to the
public and charter schools, but schools haven't received any
of that excess money since the 2012 - 2013 school year.
