Much
of the policy discussion focuses
on the highly salient fact that these
vouchers could be
used in private schools, prompting many questions.
Indeed, according to the analysis conducted by the authors
of this report, the
use of school

use of data from a randomized field trial to identify the impact
of school
vouchers on college enrollments.
I was no less enthusiastic than those standing
on the podium as this was for me an opportunity to evaluate for the first time a school

And, the final US Department
of Education report
on the Washington, DC
voucher program showed that a main reason why students didn't
use a
voucher offered to them was that they were unable to find a participating school with services for their learning or physical disability or other special needs.
In 1965, the U.S. District Court for the Eastern District in Virginia found in Griffin v. State Board
of Education that
vouchers from the state's tuition grant program could not lawfully be
used to fund schools that discriminate based
on race.27 While not citing the Civil Rights Act
of 1964 as a legal basis for its ruling, the court nonetheless relied
on the law's definition
of a public school — any institution that was «operated wholly or predominantly from or through the
use of governmental funds or property.»
The most startling
of these reports indicated that students who
used school
vouchers performed much worse
on standardized tests than those who remained in traditional public schools.
In light
of the progress
on ESEA reauthorization, NSBA appreciates Members
of Congress for their diligence, and will continue to call
on them to pass a final bill that strengthens local governance, invests in Title I programs, and prevents federal funds from being
used to, directly or indirectly, fund private education through tax credits,
vouchers, or a choice system.
