used to determine if the student has mastered the objective, and ways the skills covered

Senior leaders or even business managers can and have taken driving roles in creating a new school
by bringing together a team of
teachers and
other professionals and
using their knowledge and experience to help bring an outstanding education to more students across their local area.
A handful of school districts and states — including Dallas, Houston, Denver, New York, and Washington, D.C. — have begun
using student achievement gains as indicated
by annual test scores (adjusted for prior achievement and
other student characteristics) as a direct measure of individual
teacher performance.

other major impact that we're seeing is on
teacher practice, and how
by leveraging technology we are taking away some of the tedious, rote tasks that really are not a good
use of the
teacher's time.
The source of this claim is a series of recent consultant reports commissioned
by teacher unions, school board associations, legislative bodies, and
others, often for
use in school finance cases.
To eliminate the effects of any chance differences in performance caused
by other observable characteristics, our analysis takes into account students» age, gender, race, and eligibility for the free lunch program; whether they had been assigned to a small class; and whether they were assigned to a

using these same data found to have a large positive effect on student performance (see «The Race Connection,» Spring 2004).
For instance,
teachers might be observed several times but also allowed to complete portfolios that featured video - recorded lessons, student work, reflections, and
other information that could be
used by observers to make informed decisions.
The authors note the potential risks created
by two
other approaches, which are more frequently
used to assess school and
teacher performance.
This evaluation problem is further complicated
by the fact that schools have goals
other than cognitive achievement (for instance, promoting citizenship, fostering individual development, and reducing drug
use and violence) that are difficult to measure and are often achieved only with
teachers» cooperation.
The guidelines were released in June, shortly before The Wall Street Journal published a front - page article detailing charges
by students, parents, and
teachers that numerous students at Taylor Allderdice High School had offered money for homework, stolen tests, or
used open dictionaries in taking college - admission tests, among
other allegations.
By mandating that all states develop annual standardized tests to measure student performance, NCLB created objective standards that could be
used for
other purposes, too — including as an ostensible means of judging
teacher effectiveness.
Some have argued that the legal basis for this mandate can be found in section 1111 (a)(8), the so - called «equitable
teacher distribution» requirement, which asks states to submit plans to the Secretary that describe «steps that the State educational agency will take to ensure that poor and minority children are not taught at higher rates than
other children
by inexperienced, unqualified, or out - of - field

It can also be
used to promote student centered group learning that will keep students engaged while reinforcing concepts that were taught earlier in the year or from the previous two years taught
by other teachers.
