I have always
used fabric medium and brush on paint so I could push the paint into the weave.
I used fabric medium and paint to give it a new look.
I did a project not too long ago
using fabric medium.
I didn't
use fabric medium either.
Like I say in the post, since I didn't
use fabric medium, my paint does have a rough finish but I do not believe it will chip since the paint is absorbed into the fabric, not coating the top.

Fabric medium helps the paint adhere better and withstand
use and washing.
Instead of
using felt I ironed
fabric interfacing of
medium weight to the back of the outside
fabric and lined the purse in a coordinating print.

Fabric Medium (so it will be washable) to any craft paint and
use the bottom of a paint brush to paint on little dots.
