This goes to the long - term work
of improving school
data systems and implementing the use
of value - added assessment and perhaps, (despite my skepticism and historic evidence that it doesn't work) even peer review.
But with its vast
data system and years
of value - added assessment
data, Tennessee is able to track the actual effectiveness
of teachers and principals as well as their distribution in every corner
of the state — not simply their educational credentials and certification.
But whatever one's view
of value - added evaluation, killing a statewide
data system is counterproductive.
Drawing on
data from the Baltimore School
System, they calculate the
value of summer learning at different educational stages and compare outcomes for children
of different economic backgrounds.
