It is virtually unheard of in western society — and most others for that matter --(aside from in a few narrow holiday and weather specific contexts) to have people walking around on the streets and into
various publicly accessible establishments in broad daylight with
facial coverings that obscure their identity, so there isn't really a precedent to compare the current
reaction to.
