Before, I get to that let me just say that if you read Mr. Carlins» paper he clearly states that his
views may be incorrect, he also states that the EPA should do their own study on the
science and not rely on IPCC or CCSP findings because any errors will be at the feet
of the EPA and not the other organizations, basically CYA, as I am sure most will agree is a wise
policy.
It is my personal
view that behind the WSJ
views loom the shadows
of «faith based
science», the same shadows that appear in the White House war rooms; there is an origin for the shadows and it is called CNP - the Council for National
Policy - What is it?
Some
of the climate experts I've talked to over the years predicted that more clarity on the
science actually could widen the range
of policy views.
* The role
of the US in global efforts to address pollutants that are broadly dispersed across national borders, such as greenhouse gasses, persistent organic pollutants, ozone, etc...; * How they
view a president's ability to influence national
science policy in a way that will persist beyond their term (s), as would be necessary for example to address global climate change or enhancement
of science education nationwide; * Their perspective on the relative roles that scientific knowledge, ethics, economics, and faith should play in resolving debates over embryonic stem cell research, evolution education, human population growth, etc... * What specific steps they would take to prevent the introduction
of political or economic bias in the dissemination and use

They're implying that settling on a global warming
policy (or the lack
of it) is somehow special, somehow a matter
of science and economics and politics that stands apart from one's world
view or ethics or religious beliefs.

of mitigation / adaptation — is not
science but world

This is the only thing I'd like to say about religion, and I don't think it's too far off the rails: Any strategy for communicating the
science to the public — let alone any strategy for promoting
policy measures — needs to carefully analyze different segments
of public opinion and look for ways they can be won over to your point
of view, rather than needlessly alienated from it.
In the talk, Victor, trained in political
science, warns against focusing too much on trying to defeat those denying the widespread
view that greenhouse - driven climate change is a clear and present danger, first explaining that there are many kind
of people engaged at that end
of the global warming debate — including camps he calls «shills» (the professional
policy delayers), «skeptics» (think Freeman Dyson) and «hobbyists.»
As I've written before, whatever your
view of the
science and
policy choices related to global warming, you can probably find a Nobelist with matching
views.
There are other important questions about the path forward, related to how to handle reasoned minority
views on particular
science and
policy questions, how to deal speedily with errors and how to break down barriers among the three main «working groups» — on the basic
science pointing to warming, the range
of impacts and possible responses.

Whatever one thinks
of James E. Hansen's mix
of climate
science and
policy advocacy (just explore comments here for a cross-section
of views), it's hard not to take note when the country's largest organization
of weather specialists, the American Meteorological Society, gives this veteran climatologist its top honor.
You can point the finger at all sorts
of participants in this battle, but I believe (and we have been examining and discussing at length on this site for more than 8 years now) the principal drivers
of the polarization are coming more from: (1) the corporate energy interests who are protecting their profits against regulation and other
policies that would move the system away from fossil fuels, and using their clout in the political process to tie things up; (2) right - wing anti-government and anti-regulatory ideologues whose political
views appear threatened by scientific conclusions that point toward a need for stronger
policy action; (3) people whose religious or cultural identities appear threatened by modern
science; and so forth.
He's just accusing the debate's organisers — naive as they are —
of «political - motivation», with the implication being that he, his
science, and his
view on what the
policy should be are above mere politics.
This could be
viewed as a failure
of the
science -
policy interface.

views sciences as being completely discredited, and public
policies that are as destructive as they are absurd.
So, people do care when you are opposed to their point
of view, it seems, so it is quite useful to show that I work with some
of the top UK climate scientists (via Tyndall), that I am involve in climate
policy modelling (and climate modelling via CIAS), so I don't get any patronising comments by anonymous people who claim I should be quiet because they «read the
science» while I must be a PR guy if I want to engage with people with a different opinion to myself.
My assertion is based on having written a lot
of papers for publication and from having done a lot
of reading on the ethics
of proper publication (books, journal
policies, institute
policies, etc.) My
views are particularly well stated by Wilson (the chemist, father
of Nobel prize winner) in his seminal book on
Science Research Methods.
11/19/15 — One
science watcher is seeing «fantastic news» in how some Republicans are
viewing climate challenges, with separate groups
of federal legislators declaring intentions to «protect our environment and climate while also bolstering clean energy innovation» and to be «good stewards
of our environment... and base our
policy decisions in
science.»
His
view accords with that
of a growing number
of scientists concerned about the pursuit
of «intensely political» areas
of science, such as the debate over climate change, amid fears that
views contrary to government
policy were unwelcome.

of evaluating the

A great irony is that the Scientizers have different political
views but share the expectation that
science is the appropriate battleground for this debate, and have together thus far successfully kept the focus
of attention on the climate
science rather than
policy and politics.
We have no equivalents to that procedure here, though in my
view they ought to be mandatory wherever a
policy is said to be necessary because
of what «
science» is supposed to say.

Nothing could be more appropriate today than to quote the world leading researcher J.R. Christy, who in an article in Nature (vol 463, p. 732) summarizes his
views on climate
science's current level: «The truth, and this is frustrating for
policy makers, is that scientists» ignorance
of the climate system is enormous ``.
