If you're getting the low
voltage readings while the engine is running, then your issue is likely the alternator.
Make sure to hook up your multimeter to check for
the voltage reading while you are trying to start the car and the fuel pump circuit should be live.

This question came up because I noticed that the RPM
reading they were getting was 2700
while on my tach it says 3000, and my
voltage is weak at 13.75 v.
Go back and redo your
voltage test (still with the engine on), a
voltage reading of 13.0 or higher indicates your alternator is still supplying a full charge
while under heavy load.
if it's a digital signal you can just backprobe the signal wire
while cranking the engine and the
voltage reading should be half the supply
voltage.
