The changes to
voting procedure seen in the bill, which was proposed recently by New York state Attorney General Eric Schneiderman, all seem like common sense changes.
Not exact matches
The «2/3
vote» does look like the kind of thing you'd
see in an entrenched law (
see, for example, amendments to the US Constitution), but in this case the 2/3 requirement has nothing to do with changing laws — it's to do with the House of Commons triggering a
procedure under the law.
Indeed, the Regents, who
voted 13 to 3 in May to impose the more rigorous evaluation
procedures (
see here), have had their wings clipped by the Lynch ruling.
