with the added contingency of
union representatives and developers reaching an accord over the prevailing
wage.

The next month, Cuomo, Assembly Speaker Carl Heastie and Sen. Majority Leader John Flanagan presented a new
deal that closely mirrored the mayor's plan,
with a catch:

wage.
The governor sided
with unions that were angry de Blasio was not planning to mandate a prevailing
wage and the issue was left unresolved in the final
deal.
His primary focus is in three areas:
Dealing with labor
unions — bargaining, grievances, arbitrations, and litigation; Employment litigation — discrimination, whistleblower,
wage / hour, retaliation and other causes of action before federal and state courts and administrative agencies; and human resources counseling — helping managers
deal with day - to - day issues, training, compliance, policies and procedures, drafting ordinances, public records, and Sunshine Law.
